[FR] Promote AI Response to Editable Comment

Comments created via quote+chat default to Chat Comment mode: showing the user's last question as the comment body, with the AI response expandable beneath.

Users can convert a Chat Comment into an Editable Comment — the AI response gets promoted to the comment body and becomes free-form editable text. This is a one-way conversion (irreversible).
